The fifth employment-based preference (EB-5) was created by Congress in 1990 as an immigrant visa category for immigrants seeking to engage in a commercial enterprise that will benefit the US economy and create at least 10 full-time jobs.  In return for investing in a commercial enterprise through a sustained period of at least 2-years, the EB-5 program provides a Permanent Resident visa (Green Card) to qualified investors and their immediate families.
